Regardless of which company or country monopolizes AGI, the disruption to global balance would be catastrophic.
Imagine a high-tech nation monopolizing an inexhaustible AGI robot army, whose power would surpass any nuclear weapon. The reason countries can agree to sign the Non-Proliferation Treaty is because nuclear-armed states can maintain mutual checks and balances. But what if nuclear weapons were monopolized by a single country?
Imagine a high-tech nation monopolizing labor costs cheaper than India or Southeast Asian countries. Developing nations, which already lack absolute economic advantage and must rely on comparative advantage, would find that their comparative advantage is completely wiped out.
Imagine a high-tech nation monopolizing an AGI scientist team (comparable to the star team in the Manhattan Project). This AGI team would not only accelerate all of the nation's technological development but, more importantly, accelerate the development of AGI itself, creating a Matthew effect where the rich get richer.
Clearly, no country in the world is prepared to face such an imbalanced future.
