It is a lose-lose mechanism for both shareholders and the community, allowing any shareholder who is extremely disappointed to attack the community's governance fund pool. Shareholders destroy a portion of their own equity to immediately receive a portion of the proceeds from the fund pool, which is far less than the value of the equity they destroyed.
